Assembly Concurs in Senate Bill 711

Last night, the Assembly concurred in Senate passage of Senate Bill 711 on a 92-1 vote, with Rep. Adam Jarchow (R-Balsam Lake) the lone vote in opposition. The SAA supports SB 711.
SB 711, as amended, creates a grant program to assist high school teachers by covering tuition expenses for courses taken to meet the qualification requirements of the Higher Learning Commission for eligibility to teach dual enrollment courses. The program will be administered by the Higher Education Aids Board, and will sunset in 2021.
The bill now moves on to the Governor’s desk for his anticipated approval. Stay tuned.

“Stripped Down” AB 693 Passes Assembly

Last night, the Assembly passed a “stripped down” version of Assembly Bill 693, the so-called Teacher Protection Act, in the form of Assembly Substitute
Amendment 2 (ASA 2). The bill was further amended (by Assembly Amendment 1 to ASA 2) to address some of the concerns raised by the SAA and the WASB.
AB 693, as amended, passed the Assembly on a 58-36 vote. The bill, as passed, would provide for the right of a teacher to terminate his/her employment, without penalty, if the teacher is the victim of a “physical assault” or a violent crime under certain conditions.
The SAA, in consultation with legal counsel, still has major concerns about the bill as passed by the Assembly. We continue to work the bill in the Senate. Stay tuned.

School Funding Commission to Hold Hearing March 5th

The Blue Ribbon Commission on School Funding will hold a public hearing at 1:30pm on Monday, March 5th at the North Woods International School, N2541 Sablewood Road, La Crosse.
The Commission will hear testimony from invited speakers including representatives from the Sparta Public School District, the Onalaska School District, and CESA 4. Following the invited speakers, members of the public will be able to share their thoughts with the Commission. This public testimony will be limited to 5 minutes for each speaker. The hearing will conclude at 6:00pm.
SAA members interested in testifying during the public testimony portion of the hearing are encouraged to contact the SAA with any questions they may have or for assistance with their testimony. Stay tuned. The SAA will keep members informed of Commission developments.

CPR Training, Materials Available for Schools

This message is provided on behalf of the CPR in Wisconsin Schools program.
CPR is a simple skill and can dramatically increase the chances of saving the life of a person whose heart has stopped beating. Legislation passed last session will ensure that all students learn this lifesaving skill before graduating from high school.
To help schools, a program funded by the Advancing a Healthier Wisconsin Endowment is offering all public and private schools the opportunity to send educators to free training sessions, access online resources, and receive a bi-monthly newsletter on teaching hands-only CPR in schools. Schools may also be eligible to receive a CPR in Schools Training Kit at no or reduced cost, depending on the number of students who receive free or reduced cost lunch. Each kit comes with 10 CPR manikins for hands-on practice and a training DVD. To see if your school is already participating in the program visit:

School Referenda Pass Easily Yesterday

Five school referendum questions on the ballot in three school districts (Hamilton, Shiocton and West Salem) all passed easily yesterday. Each of the districts approved referenda to issue debt, with Shiocton (non-recurring) and Hamilton (recurring) also approving referenda to exceed the revenue limits. See results below.
