JFC Adopts Education Package, Budget

At just after 6:00 this morning, the Joint Finance Committee(JFC) adopted its version of Assembly Bill 40 (2013-15 State Budget) on a 12-4 party line vote. Earlier, the Committee had adopted an education omnibus motion that dealt with school funding, private school voucher expansion, charter schools, special needs vouchers and a host of other K12 education issues. In addition to the items in the education omnibus motion, two other items included in other omnibus motions were adopted by the committee:
~ Rehired Annuitants. This provision adopts the Governor’s 75-day break in service. It also provides that, if a participating annuitant is hired by a participating employer and is expected to work at least two-thirds of what is considered full-time employment by ETF (880 hours for a teacher) the annuitant’s annuity must be suspended. The provision also applies the two-thirds standard to “contracted” employees as well.
~ Income Tax Deduction for Private School Tuition. Creates an individual income tax deduction for private school tuition paid up to $4,000 per year per K-8 student and $10,000 per year per high school student beginning in tax year 2014. The provision decreases estimated individual income tax collections by $30 million in 2014-15.
